Abstract
Education has become the subject of competition in the world and it is an educational competition. Contemporary international experiences have proved beyond doubt that the beginning of real and only progress is education and that all the developed countries that have advanced from the education portal because they put education in the priority of their programs and policies, The current era of cognitive and technological explosion, the proliferation of communication systems, the increasing use of computers and the expansion of the use of the Internet, which made the world an electronic global village.
The paper addresses the role of higher education and scientific research in universities and addresses a range of problems and obstacles facing higher education and scientific research. The researcher explains the purpose of the paper in helping to deduce and present modern methods and methods for a range of solutions. The researcher will discuss the topics of his research, Objectives, importance, limits and problems, and then raises a number of questions directly related to planning strategies in higher education and scientific research.
