Abstract
Total quality management has become an integrated strategy for the development of production and service companies, which include health institutions. Therfore, this study aimed to find out the availability of the requirements of total quality management' application in public hospitals in Libya. The study relied on a descriptive analytical approach in the field study on the Tripoli Medical Center and Benghazi medical Center.
The study concluded with a set of results, the most important of which is the absence of an effective application of total quality management, as well as the lack of application of total quality management requirements to permit its application effectively, moreover, the study also found that the main obstacles that hinder the effective application of TQM are: weak incentives of all kinds, the weakness of channels of communication between Departments, follow the traditional methods in management, and the poor awareness and understanding of the employees to the importance of total quality management.
The study recommended to work on the interest in providing the application of total quality management requirements, and work on applied it effectively, as well as prepare incentive system motivates employees to participate in the application, work to educate them about the importance of total quality management and building communication channels allow the flow of information.
