Business organizations are witnessing developments in various fields. These developments have shown many external challenges facing these organizations in a more rapid, diversified and complex environment. Most business organizations are looking for ways to survive, succeed, and excel in these challenges. And most of the studies have indicated that most of the leading organizations are aware that man is the way to achieve excellence. Therefore, it is considered the main pillar in the success and progress of the organizations, and this requires attention and focus on the knowledge and skill it has to do business efficiently and effectively. Based on this fact, organizations have adopted the concept of employee empowerment, which is one of the modern management methods in the field of human resources management and is used to improve performance. Organizational culture is also a factor influencing the performance. Most researchers believe that one of the most important factors in the success of staff empowerment is the extent to which organizational culture is strongly linked. In addition, there are also dimensions of organizational culture emanating from within and outside the organization and from these dimensions after the disparity in power. Some studies have pointed to the problems of the organizational culture in developing countries, especially the Arab countries, and they have confirmed that the prevailing organizational culture is a mixed culture with a legacy of customs and traditions that do not agree with the fundamentals of positive culture. The aim of this study is to investigate the impact of organizational culture and functional empowerment on the performance of Arab school staff in Malaysia.
