TRANSFORMATIONAL LEADERSHIP PRACTICE BY LEADERS, THEIR PERSONALITY AND THE EFFECT ON THE WORK AND EMPLOYEES’ PERFORMANCE AT THE MINISTRY OF EDUCATION IN THE SULTANATE OF OMAN


ABSTRAC:

This study seeks to study the extent to which leaders practice transformational leadership and their skills as well as measuring the extent to which leaders possess personal qualities and their impact on the leadership style of the leader. Moreover, it deals with the extent of the effect of transformational leadership and the nature of the leader’s personality on the performance of workers according to the principles of the Japanese theory (Z) and the impact of that on the work development according to the John Korter's theory for organizational development. This study was built on the problem of the ministry not adopting the training of executive leaders on the principles of transformational leadership before appointment to the job to be a leadership behavior in their leadership of the departments. The researcher relied on the descriptive analytical approach, using the questionnaire tool with structural equation models using the PLS program. The study conducted a survey with number (375) divided into three functional categories (deputy director of the department, head of department, employee) between the male and female sexes at the level of departments of the directorates of the Ministry of Education in the Sultanate of Oman. The result of the study showed the availability of Transformational leadership characteristics in leaders' behaviors with a moderate degree High reached (3.744) with first rank, while personal attributes came second with a high average degree of (3.718, while direct influence of transformational leadership on developing employee performance is low with a degree of (0.219) ). while the direct influence of transformational leadership style on developing work performance was also low with a degree of influence (0.261) and ranked second in the level of impact, and the degree of influence of indirect transformational leadership style on workers through personality as a medium with a degree of medium impact It reached (0.576) and the degree of the influence of the indirect transformational leadership style on work through the character as an intermediary with an average degree of influence reached (0.532), and the effect of the direct transformational leadership style on the personality with a high impact level reached (0.875), while the direct influence of the personality character with an average impact level of (0.657) and the direct personal impact came with an average effect level of (0.608) and ranked  as the first level on the impact on wok performance and the workers themselves. The study also showed there is a difference between the level of availability and the degree of impact due to the lack of knowledge and mastery of transformational leadership skills in a scientific and practical way, and the researcher recommends the importance of adopting a transformational leadership pattern model as an educational methodology in the programs for preparing leaders before and after appointment to leadership positions and dissolving them as a daily practice in the nature of the leadership character.
