ABSTRACT:
Human capital is an essential pillar for the development of the knowledge economy and the development of societies. The problem of the Iraqi economy lies in the dependence on oil wealth and the collapse of human development indicators, especially in the field of education, scientific research and technological application of knowledge. The research aims to investigate ways to adopt the theory of knowledge economy to develop a strategy for sustainable development based on the human factor as the main component of scientific and technological progress. The research found the importance of innovation through community participation and benefiting from international experiences to achieve benefits and reduce costs in oil and agricultural investments, and the positive effects of sustainable development through the uses of the marsh cane and its environmental effects, and what is related to economic growth, job creation, and economic stability in the Iraqi economy suffers from financial and economic crises.
