ABSTRACT
The higher education sector is one of the main sectors of interest to developing and developed countries alike, because of its importance in the formation of human capital and in achieving economic and social gains for society through a qualified and trained workforce capable of causing economic growth, and therefore the real translation of this interest By governments through what is spent on the education sector from the general budget of the state or from the gross domestic product, and thus investment in education would achieve economic and social gains for the community and contribute to achieving economic growth and achieving comprehensive development through the qualified and trained workforce, and this is not done Except by adopting the planning method in the investment process in higher education to raise the level of economic growth through the development of economic plans based on achieving optimal use of human capital.
The research dealt with the importance and analysis of the impact of investment planning in higher education on economic growth in Iraq in theory and standard through the use of the standard (ARDL) model, and among the most important results of the research, analytically, we note that there is a positive relationship between spending on higher education and domestic product at prices. The current period during the period 2003-2020, as the compound annual growth rate of spending on education reached 21.5% and the gross domestic product amounted to 11.2%, which gives an indication of the priorities of investment in higher education through the development of economic plans.
As for the standard aspect, the ARDL model showed the possibility of the trend of the relationship between education spending (independent variable) and GDP (dependent variable) to equilibrium in the short and long term through the negative and significant ECt-1 limit parameter at the 5% level.
